Hastings Borough Council is undertaking a final consultation on the new Local Plan. If you are seeking a change to the Plan, you should clearly state what changes you seek in order to make the plan legally compliant/sound.
The Plan and supporting evidence base can be viewed online at hastings.gov.uk/localplan.
Representations should be made online using HBC consultation portal, as this is the most efficient way of ensuring your representation is received and processed.
Any representations you make this time should address the legal compliance and/or the tests of soundness.
The period for making formal representations will run between Thursday 01 October 2026 and 23:59 on Thursday 12 November 2026.
————————————————————
The Council has previously undertaken two rounds of public consultation, the first in 2021 on an initial draft of the Plan, and the second earlier in 2026 on the Preferred Options version.
During that time thousands of comments have been received, which have been invaluable in helping to shape the Plan. The council is now publishing the final draft of the Plan for a period of 6-weeks for formal representations to be made.
The Hastings Local Plan Pre-Submission Version 2023-2041 (Regulation 19) September 2026 is being published under Regulation 19 of The Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended).
The Plan and supporting evidence base, such as the Sustainability Appraisal and Habitats Regulations Assessment, can be viewed online at hastings.gov.uk/localplan.
The Proposed Submission documents can also be viewed in electronic format at the Community Contact Centre, Muriel Matters House, Breeds Place, Hastings, TN34 3UY
Unlike other rounds of consultation, which were aimed at helping to shape the Plan, any representations you make this time should address the legal compliance and/or the tests of soundness.
If you are seeking a change to the Plan, you should clearly state what changes you seek in order to make the plan legally compliant/sound.
The period for making formal representations will run between Thursday 01 October 2026 and 23:59 on Thursday 12 November 2026. Representations received after the November deadline will not be duly made and may not be taken into account by the Inspector.
Representations should be made online using HBC’s consultation portal, as this is the most efficient way of ensuring your representation is received and processed. If you are unable to do that, the Statement of Representations Procedure confirms other ways to contact Hastings Borough Council, see HBC website.
Yours faithfully,
Planning Policy Team
